They are New, I just don't have the tags for them. They are a Junior High Rise Skinny Fit Size 13.*** These have a Skinny Fit to them and may have a Smaller/Tighter fit for this size. They say they are a Sculpting Skinny Jean with a Super Slimming Fit. I don't know if a Normal Size 13 will be able to wear them comfortably or not. I don't know how true to size they are compared to other brands in this style/fit. You will have to be the judge on if these will fit You/Your Body Type/Shape from my measurements compared to Yours and what type of fit You like. They are Stretchy and the Waist can Stretch too. They Do have Belt Loops where You can add a belt, if needed. They Do Not have a Drawstring. *** Please Check Your Measurements Against Mine.
